India Electric Mobility Index 2025: Top State and Full Rankings

Vajiram & Ravi has put out the India Electric Mobility Index 2025, a state-by-state ranking of how ready and how active each part of the country is on electric vehicles.

The index lands at a time when EV adoption in India is uneven. A handful of states have pushed hard on charging points, bus fleets and purchase incentives. Most have not.

What the index measures

Vajiram & Ravi built the index as a comparative tool. States are scored and placed in a ranking order, with a top state named at the head of the list.

The exercise matters for a simple reason. India's EV push runs through state capitals as much as through Delhi. Road tax waivers, charging infrastructure siting, and electric bus tenders are all state subjects or state-led programmes. A national target means little if individual states lag.

That's why rankings like this get read closely by transport departments, discoms and manufacturers scouting plant locations.

Why states diverge

The gap between leaders and the rest comes down to a few things.

• Charging points: states that built public charging early made EVs practical for more buyers.
• Policy: road tax exemptions and subsidy top-ups vary widely from state to state.
• Fleet demand: electric buses and three-wheelers move the numbers faster than private cars.
• Registration data: some states track EV registrations better than others, which shapes their score.

Two- and three-wheelers still carry most of India's electric mobility. They're cheaper, they charge at home, and they already make commercial sense for delivery fleets and last-mile operators. States that leaned into that segment climbed faster.

The numbers behind the ranking

The index names a top state and ranks the others. Vajiram & Ravi has not published a breakdown of the scoring weights in the summary material available.

What's clear is the intent: give states a scoreboard. Rankings tend to do one thing well. They embarrass the bottom and give the top something to defend.

India's EV market is still small against the total vehicle base. Charging infrastructure remains thin outside major cities. Battery costs and financing for buyers are live problems. None of that changes because a state tops a list.

But the index does put a number on something that's usually argued about anecdotally: which states are actually doing the work.
