Volkswagen has frozen its electric vehicle investment in India while talks over a partnership with JSW Group drag on, PRESS Insider reported on Monday. The German carmaker has not set a new timeline for the spending, according to the report.

The two sides have been in discussions over a tie-up that would give Volkswagen a local partner for its EV push in one of the world's fastest-growing car markets. Those talks have not closed. Until they do, the company's India EV cheque book stays shut.

Why the pause matters

India's electric passenger vehicle market is small but moving. Tata Motors leads the segment, with Mahindra & Mahindra and MG Motor close behind. Hyundai and Maruti Suzuki have both lined up EV launches for the coming years. A delayed Volkswagen entry leaves the field to rivals who are already building local supply chains and dealer networks.

Volkswagen already sells cars in India through its Skoda Auto Volkswagen India arm, which runs plants in Chakan, Maharashtra, and Aurangabad. The group has spoken publicly about bringing its MEB electric platform to the country, but has tied those plans to localisation and cost targets that a partner would help meet.

JSW Group, for its part, has been building a mobility business of its own. The conglomerate has an existing joint venture with China's SAIC Motor for MG-branded cars in India, and has signalled interest in expanding its automotive footprint. A Volkswagen deal would add a second global partner to that stable.

What's not clear

The report did not say what specifically is holding up the talks, how much money is on hold, or which models were planned for India. Volkswagen has not commented publicly on the freeze. JSW has not either.

The pause comes as India's EV policy is still taking shape. The government's scheme for local manufacturing of electric cars, announced in 2024, offers import duty relief to global automakers that commit to building in the country. Several companies have queued up for approvals. Volkswagen's plans would sit inside that framework if they move forward.

For now, the company's India EV story is on ice. The cars, the factory lines and the investment numbers wait on a deal that hasn't been signed.

PRESS Insider reported the freeze on Monday. Neither Volkswagen nor JSW Group has issued a statement on the status of the talks.
